CUSTOMS CLEARANCE: PROCESS AND NECESSARY DOCUMENTS

The transportation of any goods across the state border of the Russian Federation requires customs clearance. The movement of cargo must comply with the norms and rules established at the legislative level. First of all, this is the compliance of the actual data with what is indicated in the provided documentation. If the customs officer detects even small discrepancies, the transported products may be delayed, and an administrative fine will be imposed on the recipient.

HOW DOES CUSTOMS CLEARANCE HAPPEN?

This process requires a responsible approach, attentiveness and knowledge of Russian legislation, therefore it is strongly recommended to contact professional transport companies that have these skills. The order of registration is as follows:

  1. Registration and execution of declarations for each transported goods.
    It is important to ensure that the evidence is fully consistent with what is stated in the document. Providing deliberately false testimony will lead to administrative punishment and, often, the seizure of the cargo.

  2. Checking the code and compliance with non-tariff regulations.
    The distribution of goods by category is used for customs and tariff (state duty, tax deductions and fees) and non-tariff regulation, as well as other types of areas of the external economy. In addition, this stage allows you to check the implementation of all legislative aspects. If the classification is not carried out correctly, customs officers can independently classify the goods.

  3. Checking the specified customs value.
    Often, customers want to reduce the amount of customs payments, therefore, they indicate in the declaration a deliberately low price of products. Customs officers have the right to demand the submission of documents that confirm the real value and pricing of the goods, as well as check the accuracy of the information through a request to the relevant control authorities. Therefore, it is recommended to immediately name the real numbers, since the declassification of this scheme entails a lot of trouble.

  4. Payments.
    When crossing the state border, all owners of transported products are required to pay customs duties. Passage of cargo to the territory of Russia is possible only after compliance with all points of non-tariff regulation, payment of all duties and tax deductions.
  5. Foreign exchange control.
    Its essence lies in meeting the deadlines for crediting foreign currency earnings to the accounts of authorized bank branches that signed the transaction passports in accordance with foreign trade contracts.

TIMELINE

According to the requirements of the legislation of the Russian Federation, customs clearance of cargo can be completed by customs, as a rule, no later than 1 business day following the day of registration of the declaration with all the release rules, or after the day of occurrence of one of the circumstances specified in the Customs Code of the EAEU Art. 119 clause 3 . The term may be extended (for example, if it becomes necessary to carry out an examination of the cargo), which may adversely affect the transported products (especially for food and other products with a short shelf life). Therefore, it is highly recommended to cooperate with a logistics company that has specialists in customs clearance and preparation of certificates on its staff. This will help to shorten the transportation time, and also prevent possible delays and financial losses.
